Is it legal in New York City to advertise on a building using video projections?

If I lease advertising space on a building in Manhattan from a liscenced outdoor advertising company, can I project moving images onto the space? I need to know any laws or NYC Administrative codes as they pertain to outdoor advertising and moving pictures. I want to basically run a loop of a commercial on a giant billboard(the side of a building) What city agencies give permits for this and are there any precedents?

I have gotten the same idea in my head by what a table top video presentation on a wall does. And I had the same question about untouchable space on a wall. I dont think there is a federal or state law. But as soon as you start doing it, expect to recieve a letter from the building’s owner or lawyer.

If you cant find the law relating to this issue, just remember, air is free! And possession is 9 tenths of the law. Meaning that you are not taking, changing, painting, or basically not touching the wall of the building. And one more.. can anybuilding charge for looking at it? Of course not!

There are is nothing on the books regarding wall advertising by light projectory, when it takes off, there will try.

  2. The answer is yes and no, probably. Hate to be so cryptic but that is the state of NYC laws and enforcement of them in NYC. The majority of wall spaces in the city are illegal to begin with since they do not have city permits. There has been a movement (if you want to call it that) to clean up the city and remove the illegal units. The problem is that the fines are a drop in the bucket versus the revenue gained from posting. So, they keep posting. I am not sure if you have a specific unit in mind (that is relevant) to your message but there are other options I would consider but would have to ask a few more questions first.
